“Pradhan Mantri Kaushal Vikas Yojana (PMKVY)” the flagship scheme of the Ministry of Skill Development & Entrepreneurship (MSDE) aims to enable Indian youth to take up industry-relevant skill training that will help them in securing a better livelihood. Under the scheme, the Short-Term Training (STT) Program is designed to impart skill training to the youth who is either a school/college dropout(s) or unemployed, residing in any state, district of India. The Short-Term Training (STT) program is being implemented centrally as well as through states under the Centrally Sponsored Centrally Managed (CSCM) and the Centrally Sponsored State Managed (CSSM) components respectively. Even as he launched the Make in India campaign inviting investors from all over the globe to invest and set up businesses in India, Prime Minister Narendra Modi promised an abundance of skilled labour in the country. Complementary to this was the idea of skills development among the youth of the nation. The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) was thus envisaged as a key measure to impart skills-based training to young men and women, making them capable of earning and supporting the nation’s anti-poverty endeavours. The scheme becomes all the more important in India as it has the world’s largest youth population that requires employable skills.
According to the PMKVY plan published by the Ministry of Skill Development and Entrepreneurship in March 2015, one of the key objectives of the scheme was to cover the skills training of about 24 lakh people. The specific skills imparted would be decided based on the National Skill Qualification Framework (NSQF) and on the basis of feedback from the various industries that would potentially employ the trainees. The specific skills trainings to be imparted have been assessed by the National Skill Development Corporation (NSDC) on the basis of demand in recent skills gap by a study for 2013-17 period. Central ministries and state government departments were consulted and the inputs of various industry and business heads were also considered. Skills needed to implement various other flagship schemes such as Digital India were also assessed. Currently, about 428 job roles are being catered to by the skills training imparted under the scheme.
The government has partnered with various telecom operators to create awareness about the PMKVY. After the nationwide launch telecom operators are likely to send out mass SMS about the scheme and will provide potential candidates a number to call. Candidates need to give a missed call to this toll free number 1800 102 6000, following which they shall receive an automated call back connecting them to an IVR. The potential candidate will, at this stage, need to input his/her details into the system. These details will be recorded, and screened. Candidates eligible to enroll for the training programmes will be provided details of the nearest training centre and will be asked to report on the training dates.

Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is a Government of India youth employment scheme. It was launched on 25 September 2014 by Union Ministers Nitin Gadkari and Venkaiah Naidu on the occasion of 98th birth anniversary of Pandit Deendayal Upadhyaya. The Vision of DDU-GKY is to "Transform rural poor youth into an economically independent and globally relevant workforce". It aims to target youth, in the age group of 15–35 years. DDU-GKY is a part of the National Rural Livelihood Mission (NRLM), tasked with the dual objectives of adding diversity to the incomes of rural poor families and cater to the career aspirations of rural youth. Key characteristics features of this program are -

- Special focus on training for vulnerable sections SC, ST, Minority and women population.
- Driven by well defied standard operating procedure and strong monitoring mechanism
- Courses are NSQF aligned (National Skill Qualification Framework)

- Minimum 70% placement criteria ensure better scope for placement for candidates
Boparai’s Martial Security has started the skill training program in three states Jammu & Kashmir (under Himayat), Rajasthan and Bihar to reduce the unemployment and ensuring gainful and sustainable employment by formulating appropriate and innovative strategies for the poor and vulnerable people. This project supported by Ministry of Rural Development, Govt. of India under the Scheme DDU-GKY. In view of the importance regarding skill development for enhancing employability of working population and help to create ideal live hood. The Project action plans to provide further impetus to the Skill Trainings & employing multipronged strategies to engage stakeholders from industries, training institutes, education sector & various active Skill Development Centres.

HIMAYAT & BOPARAIS
HIMAYAT is path breaking initiative of Ministry of Rural Development, Govt. of India, implemented by Jammu & Kashmir. Aims at providing entrepreneurial skills for sustainable livelihood to 10,000 youth of J&K and facilitate access to finance and support services to at least 50% of them over a period of 3.5 Years. Himayat is not just a project but a MISSION. It is a tool with us to help battle the growing monster of unemployment in the state. It is a critical source of providing an average person with an opportunity of self employment.
The battle is on and we are stepping towards the successful accomplishment of the mission.
Numbers are not a success but indicators of where we are and where we have to be in near and far future.
Himayat is a placement linked skill training programme for unemployed youth of Jammu and Kashmir and is being implemented by the Himayat Mission Management Unit, J&K State Rural Livelihoods Mission (JKSRLM), Govt of J&K within the state. The Programme is an outcome of the recommendations of Dr. C. Rangarajan Committee report submitted to the Hon’ble Prime Minister on 24th February, 2011 which suggested a scheme of Skill Development for school/college dropouts. Himayat is Skill Development Programme for the youth is under implementation in the State since 2011. The Report suggested increasing employability of youth by improving their skill-sets and providing support for placement and self-employment. Youth will be provided free skill training for a duration of 3 to 12 months, in a range of skills for which there is good market demand. At the end of the training, the youth are assured of a job and there is one year post-placement tracking to see how they are faring.
